Most countries I have visited over the years were mainly clean, except for a few. Notwithstanding, many appeared spotless in the main squares and popular tourist areas. However, straying from these areas to the back streets or parks revealed garbage bins overflowing, dirty streets, smelly drains, and even loiterers. Contrarily, these 23 cleanest cities worldwide were the ones I found to be almost immaculately spotless.

I chose these 23 cleanest cities worldwide from 80-plus countries based on what I experienced during the time/year I visited. Below are some of the criteria I used to determine the top 23 cities.
- Cleanest, litter-free streets, parks, public spaces, etc.
- No, or the least amount of graffiti, trash, animal residue, etc.
- The cleanest air quality (no smell of dust, urine, garbage, smoke, etc.).
- Neat, clean garbage bins/boxes.
- The least number of homeless people, beggars, loiterers, and stray animals.
- Maybe not fancy, but clean, well-maintained building exteriors.
- The least amount of carbon Emission (least amount of traffic/vehicles etc.).
- No derelict vehicles and dump yards.
- No slums.
- Minimal or no noise pollution (no loud honking of horns or loud music, especially at night).

1. AUSTRIA - VIENNA
Austria is a small mountainous country in South Central Europe. Its capital, Vienna, is gorgeous and clean because it has a fully functioning garbage collection and recycling department (Ma-48). Even more, the level of community sanitation exceeds that of many larger cities worldwide. It is a well-organized, small but beautiful city with many lovely churches and museums. Vienna is also among the cleanest and greenest cities worldwide.
Additionally, they list it as one of the most liveable countries in the world. The residents take pride in keeping their sidewalks, premises, and environment clean and see it as a civic responsibility. Moreover, Austria is among the 21 countries in the Environment and Performance Index (EPI) for water and sanitation.
2. AZERBAIJAN - BAKU
The (unitary semi-presidential) Republic of Azerbaijan – the land of Fire, is a Transcontinental country in the Caucasus Region. Its capital Baku, is the original oil city or “The Black City.” However, it does not feel, smell, or look, as if fuel encompasses it. Instead, it is simply a clean, modern, developed city void of graffiti. For this reason, I refer to Baku as “the Dubai of the Caucasus/Europe.” Even though air quality in Baku is on the moderate index list, it is an improvement from when it was on the list of dirtiest capitals worldwide more than ten years ago
Furthermore, it unveiled the Waste-to-Energy 3-year project and is poised to become a leader in green innovation. Baku has initiatives like the “Citywide-clean-up-Day,” held this year (2024). This initiative is to further improve, clean up, and maintain a degree of sanitization and cleanliness throughout the city. Therefore, Baku can boast of its garbage-free streets, void of beggars and homeless people, and with happier residents.
3. DENMARK - COPENHAGEN
The Kingdom of Denmark, the land of the Vikings, is a Nordic country in northern Europe, and its capital is Copenhagen. Copenhagen is committed to curbing pollution and is the cleanest (ranks No. 1) and one of the greenest capitals (ranks No. 2) in the world. During my visit, I found the streets were clean, graffiti-free, well-maintained, colour-coordinated buildings, and pollutant-free harbours (clean enough to swim in).
Copenhagen is also one of the cities with the cleanest air worldwide because of its green policies. More than 60% of the population commute to work and school by bicycle (making it Europe’s No. 1 biking capital), emitting less CO2 in the environment. The residents also take pride in their communities by sorting their garbage, recycling, and reusing products. Additionally, the city is powered by wind and solar energy, with a vision of becoming carbon neutral by 2025. Denmark is the top country on the Climate Change Performance (CCP) Index list. It also 1st on the Environmental Sustainability Index (EPI) list (for water and sanitation), and 4th on the Green Future Index (GFI) list.
4. ESTONIA - TALLINN
The Republic of Estonia is the world leader in e-services. It is a small, developed Baltic country in Northern Europe. Tallinn, its capital, is a medieval, safe, and one of the cleanest cities worldwide. It is a coastal, green city with many parks, green spaces, wetlands, seas, and watercourses in a breezy coastal setting. Even though there is an increase in cars in the city, there is not an increase in air or noise pollution because they are cleaner and quieter. I was super impressed by the cleanliness of the town. Not only were the streets clean, but there were no signs of beggars, homeless people, or stray animals.
The Tallinn City Management works diligently to keep the city and environment clean and waste at a minimum. Therefore, they have implemented laws effective January 2024, prohibiting all single-use, disposable containers and cutlery at public events throughout Estonia. Besides, the residents also contribute to waste management by sorting and recycling their trash before disposing. In 2023, Estonia was No. 2 worldwide on the top 10 Climate Change Performance (CCP) index list. It also holds the top spot among countries with the cleanest air worldwide.

5. FINLAND - HELSINKI
The Republic of Finland (the happiest country on earth) is a Nordic country in Northern Europe, and its capital is Helsinki. Helsinki capital is ranked 4th best European city to live in health-wise and second best in water quality. It was a treat visiting this city. I saw no garbage pile-ups and no homeless people. It also smelled great and consisted of many parks and green spaces. Additionally, one can find many appointed “quiet spots” throughout the city, which aids in better mental health and physical well-being.
Helsinki is also a cycling capital, thus contributing less carbon emission to the environment. Moreover, Finland is Europe’s most densely forested country because thick woodlands cover two-thirds of its land mass. Therefore, it contributes to the country being No. 2 on the list of the cleanest air worldwide. Additionally, Finland ranks 5th on the Environmental Sustainability Index (EPI) list, and 2nd on the Green Future Index (GFI). It aims to become carbon-neutral by 2035 and carbon-negative in the future.

6. HONG KONG – VICTORIA CITY
Hong Kong is on the South Coast of China, and its capital is the City of Victoria. Some parts of the city,especially the shopping streets were somewhat crowded city, but it was clean and beautiful, with its picturesque Victoria Harbour. No matter where you go in Victoria City, you are never far from greenery and many trees (especially Victoria Peak) that help to keep the city cool. I found the city center with clean streets, well-maintained buildings, and clean watercourses. The authorities are rigid when it comes to littering.
Consequently, they have very costly fixed penalties for littering which include spitting, discarding cigarette butts, chewing gum, etc. in public spaces. Additionally, displaying posters without permission and dog fouling comes with hefty fines of (HK$3,000/USD400.00) and for unlawful waste disposal (HK$6,000/USD800.00). With such excessive fines, locals and visitors avoid littering, contributing to a cleaner city. The city also has initiatives such as Clean Air Network (CAN), whose vision and mission is to get all hands on board to clean up and maintain the cleanliness of the city’s air.
7. ICELAND - REYKJAVIK
Iceland is a Nordic European island nation in the North Atlantic and is known as the Land of Fire and Ice. Its capital and biggest city Reykjavik, is the No. 1 cleanest, greenest, and safest city worldwide. Reykjavik was one of the first cities I have been to where I saw no homeless people, beggars, or stray animals. Moreover, it also has the cleanest geothermal power, air, and water, worldwide. Due to the natural filtration of glacial water through volcanic rocks, Iceland has the cleanest, most refreshing tap water I have ever tasted. In fact, a visit to a duty-free shop at any airport will reveal that Icelandic water is much more expensive than all the so-called “top brands.”
The city meets almost 100% of its electricity and heating needs from hydroelectricity and geothermal sources. Consequently, this makes the country energy-dependent on renewable energy and less on fossil fuel, which decreases the country’s carbon footprint. 8. ITALY - FLORENCE
Italy is a European country in Southern Europe, and its capital is Rome. Getting to Florence from Rome by train is about an hour and a half. Florence is one of the ten biggest cities in Italy and it is the capital of the Tuscany region. The city of Florence is irresistible, lively, clean, and easy to navigate. Yes, I saw graffiti in the city, but they were tasteful and almost artistic. The streets and gorgeous buildings were clean, garbage bins were neat and without spillage, and I saw no homeless people or loiterers. Moreover, the waters of the Amo River flowing through the city were absolutely clean and gave life and freshness to it.
Furthermore, the air quality in Florence is rated as good according to the Air Quality Index (AQI) and is in the top 20 countries on the Green Future Index (GFI) list. It is also one of the world’s cleanest cities for ozone pollutant and short-term particle pollutants. Additionally, the tap water is safe and clean, and the city offers free, excellent-quality purified water fountains at various spots. Actually, you can find sparkling water at some fountains, so walk with a bottle and fill it up. Overall, Florence is a mesmerizing city and a breath of fresh air.

9. LIECHTENSTEIN - VADUZ
Liechtenstein is in central Europe, and its capital is Vaduz. Vaduz is a small, squeaky clean, serene, and green city, because of its surrounding Alpine Mountains and its location along the Rhine River. This makes the air quality excellent and healing for the mind, body, and spirit. Besides, there was no noise pollution or traffic jams in Vaduz because it has a small population, and Liechtenstein, the least-visited country in Europe, attracts fewer tourists. Furthermore, I saw no homeless people, beggars, stray animals, or graffiti in the city. The buildings were clean and well-maintained, and garbage bins were always available and sparkling.
10. LUXEMBOURG - LUXEMBOURG
Luxembourg is a landlocked country in North Western Europe. Its capital is also called Luxembourg, and it is among the safest, most peaceful, and cleanest cities worldwide. It is another one of those cities where I saw no beggars, homeless people, or stray animals. It is a laidback and seemingly quiet city, perfect for one’s mental health. Even though there were graffiti on some walls, waste bins, railway stations, etc. they looked more like tasteful street art or murals than graffiti. This added some character to the city, unlike some distasteful and profane ones I have seen in other cities, with the fear factor of passing by.
Garbage collection is serious business, and maintaining the cleanliness of the city is a priority in Luxembourg. Furthermore, it is intolerable to litter in Luxembourg. They also expect residents to keep the pavements and gutters in front of their premises clean. Luxembourg also maintains a high standard for waste disposal and implements strict control measures.
Luxembourg has a policy of providing free public transport to both residents and visitors alike. This initiative is to keep more vehicles off the roads, which translates to less traffic jams and noise pollution. and maintaining and lowering carbon emissions. Besides this, Luxembourg is one of the top 20 countries on the Green Future Index (GFI) list, and the Climate Change Performance (CCP) index list. It is also on the list of cleanest air worldwide.

11.NETHERLANDS - AMSTERDAM
The Netherlands is a country in North-western Europe. It has two capital cities, The Hague and Amsterdam. Amsterdam, the home to the Red Light district as we know it, is the royal capital of the Netherlands. Besides this, it is famous for its beautiful canals, architecture, cycling, thriving nightlife, and WEED.
Amsterdam is also known for its super-clean streets, sidewalks, watercourses, regularly cleaned canals, and well-maintained buildings. It is also the No. 2 cycling capital of the world (edged out by Copenhagen), having more than 18 million bicycles (24 million overall in the country equals 1.4 per citizen of almost 18 million people). This contributes to less CO2 in the environment. Notwithstanding, the smell of cannabis permeating the downtown district (pleasing to some), it is truly a beautiful city. Additionally, The Netherlands is in 9th place on the top 10 countries on the Climate Change Performance (CCP) index list.
12. NORWAY - OSLO
The Kingdom of Norway is a Nordic country in Northern Europe, and its capital is Oslo. Oslo is a super-clean city. I saw no garbage pile-ups, clean streets and sidewalks, pristine Fjords and lakes, and multiple parks and green spaces. This gives it an immaculate look, feel, and smell. The government has also implemented policies and initiatives to keep the city spotless. It is also ingrained in Norwegians from youth to respect their environment and immediate surroundings, by keeping it clean and practicing recycling.
Even more, the city has a waste management system that recycles garbage to form new products, such as Biofertilizers for energy. Norway, home to the Midnight Sun and Polar Nights is 9th place on the list of the world’s greenest countries. It is one of the top 10 list of the cleanest air worldwide and the Climate Change Performance (CCP) index list. 13. PORTUGAL - LISBON
The Republic of Portugal is a country in Southern Europe, and its capital is Lisbon. Lisbon is a pretty clean city with the most gorgeous sidewalks, streets, and squares worldwide. It is a delightful city situated where the Tagus River meets the ocean in the city center. This brings life and fresh air throughout the city.
In fact, Lisbon is the only European capital with Atlantic beaches. Additionally, Portugal is on the list of cleanest air worldwide and is one of the top 20 countries on the Climate Change Performance (CCP) index list, as well as the top 20 on the Green Future Index (GFI) list.

14. QATAR - DOHA
Qatar is a Middle-Eastern country, and Doha its capital is in the Persian Gulf. Doha is a developed and squeaky-clean city. The sidewalks, thoroughfares, and oceanfront were all trash-free and very pristine. The Qatari authorities want to maintain the cleanliness of it. Therefore, they are very strict regarding littering and impose a penalty of up to QAR 10,000 and jail term for those caught doing so.
It is clear that they invest heavily in maintaining cleanliness and order in the city. Because nowhere in the city did I see the tiniest piece of trash or graffiti. Considering that the government discourages residents from spray painting public spaces with offensive graffiti. They view this as uncivilized behaviour and prohibit it in Qatar. Nonetheless, the city has its fair share of permitted murals that are tasteful, and very artistic. It all comes together to make it a beautiful city.
15. SINGAPORE - SINGAPORE
Singapore is in Southeast Asia. Its capital is also called Singapore. It is one of the wealthiest countries in Asia/world. Singapore is as I see it is “spick and span”… totally clean. It boasts perfectly paved roads, well-manicured parks, pristine waterfronts, gleaming buildings, and spotless litter-free streets. Therefore, residents and visitors must be well-disciplined because Singapore does not tolerate littering in any way. Whether it is a candy wrapper, cigarette butt, chewing gum, or even spitting in public, it is littering and comes with penalties.
According to the law of Singapore, litterbugs will be slapped with hefty fines such as; US$1,000.00 – US$5,000.00 for first-time offenders, repeat offenders to up to US$4,000.00, and 12-hour community clean-up. However, if it continues, they will subject them to a US$10,000.00 fine. With such drastic measures and fines, it is easy to see why the city is so clean.
Furthermore, they dispose of most of their waste through initiatives such as waste-to-energy programs. Then they filter the gas from the incinerated refuse into clean air before releasing it into the atmosphere. Simultaneously, they use the burnt ashes to form a “trash island,” which is also well-kept where even trees and vegetation grow.
16. SLOVAKIA - BRATISLAVA
The Republic of Slovakia/Slovak/Slovensko is a small, landlocked country in Central Europe. Bratislava is the largest city in Slovakia and also the capital. It is another super-clean city in Europe and is the third greenest city worldwide. Bratislava is a small city, so it is easy to maintain and keep garbage-free.
From my observation, it was always spotless, including the sidewalks, back streets, parks, and even narrow, back streets. Yes, you can find graffiti in the city, but on a small scale and the few I saw were tasteful and artistic. Moreover, Slovakia is on the world’s top 10 list of countries with the cleanest air quality.

17. SLOVENIA - LJUBLJANA
The Republic of Slovenia is in South Central Europe, and its capital is Ljubljana. Ljubljana is quite a clean and green city due to its many green parks, which filter the air in the city. The Ljubljanica River Canal flows through downtown the capital, and it is super-clean and gives life to it. Moreover, Slovenians respect their environment and value cleanliness, recycling, and environmental conservation. In 2016, Ljubljana won the prestigious title of European Green Capital, which they bestow on cities that have achieved the highest environmental standards.
Additionally, the city has an excellent and robust waste-management system, and the streets are cleaned using rain and recycled water. I was impressed by the cleanliness of the roads and even public washrooms that were free (uncommon in Europe) and spotless. Further, Slovenia is dedicated to the protection and conservation of the natural environment through several programs. Hence the reason why its surroundings are so pristine.

The Kingdom of Spain is a country in South Western Europe. Its capital and biggest city is Madrid. Madrid is a true architectural beauty. Not only are the buildings gorgeous but they are clean and well-maintained. The sidewalks, streets, parks, and subways were also spotless
Although Madrid city has the most trees per capita in Europe, air quality is still not optimal, due to carbon and traffic emissions. However, its trees have won international recognition for five years in a row by the Food and Agriculture Organization (FAO) of the United Nations. Consequently, it retained the prestigious title of Tree City of the World last year (2023) for its abundance of trees and green spaces in the city.
19. SWEDEN - STOCKHOLM
The Kingdom of Sweden is a Baltic country in the Nordic Region of the Scandinavian Archipelago. Its capital Stockholm is one of Europe’s prominent environmental and leading climate cities. It is a clean, green, and well-appointed city, surrounded by water and green areas. The bays, and rivers downtown are also very clean, so clean you can fish in them. In 2023 Stockholm was adopted as one of the 100 climate cities in the European Union. Moreover, the city has reduced its climate impact by using renewable and recycled energy for heating and electricity.
Even more, it utilizes more public transport, clean energy vehicles, and encourages more bicycle usage to lessen CO2 emissions. Furthermore, Sweden is the No. 1 greenest country and one with cleanest air worldwide. Zurich is an immaculately clean city with crystal-clear water lakes and fountains of clean, drinkable water everywhere. It maintains such status because of stringent environmental awareness and regulations, proper waste management monitoring, enforcement of litter laws, and even community involvement Moreover, they have an efficient trash collection system, and cleaners sanitize the streets early morning and late at night to maintain its cleanliness. Likewise, the locals take pride in their communities and cities, and form groups to keep the parks litter-free.
Lucerne/Luzern is one of Europe’s oldest cities and is in the centre of Switzerland. It is a quaint city, with many churches and squares, lies on the Reuss River, and is nestled between lakes and mountains. What stood out most was its peacefulness, beauty, and cleanliness. Therefore, you can expect to find cool, clean mountain breezes, refreshing waters, and an extremely spotless environment.

21. TURKS & CAICOS - PROVIDENCIALES
The Turks & Caicos is located in the Atlantic Ocean but is still a part of the Caribbean region. Its capital is Cockburn Town in the Grand Turk. The Turks & Caicos consists of 40 islands, and only 9 are inhabited. Providenciales, locally called Provo, is the main island, the third largest, and the most developed and populated of all the islands. Moreover, it is a very expensive destination and popular vacation spot for most with financial means, especially those in the film and music industry.
Providenciales is an unspoiled and pristine island and city with gorgeous and pristine beaches, especially Grace Bay Beach. This city was so clean that I drove past the downtown city `area twice without knowing it. Because it is well known that the downtown area of most cities is sometimes dirty or congested, but not that one. Everywhere I visited, it was always clean, and the air was refreshing and void of car exhaust.
22. UKRAINE - LVIV
The Unitary, Semi-Presidential Republic of Ukraine, the breadbasket of Europe, is a democratic, Eastern-European country. Its capital and largest city is Kyiv/Kiev, and Lviv is its sixth-largest. Lviv is on my list of the 23 cleanest cities worldwide because I was awestruck by its immaculate cleanliness. I was surprised to see that during the war, the city streets, parks, and watercourses were litter-free and well-kept.
On entering the city, I expected to find it somewhat chaotic and maybe some garbage pile-ups, but I saw super-clean streets being cleaned by sanitation workers throughout the day. It is the first thing one will notice about the city. I thought, “No city can be so spotless at such a time.” I had a weird goal to find some garbage pile-ups or dirty back streets, but it left me disappointed and pleased.
Even more, Lviv was the first city in Ukraine to develop a “Green City” action plan, and this year was part of the Earth’s-clean-up-day-2024. This was where students and communities came together to clean up their surroundings.
Despite their plight, I saw no homeless persons or stray animals. Additionally, in 2023, of the twelve major Ukrainian cities, Odesa, Kyiv, and Lviv had the cleanest air, according to an expert air pollution monitor. In fact, before the war, Lviv was listed as one of Europe’s most liveable cities.

23. UNITED ARAB EMIRATES – DUBAI & ABU DHABI
The United Arab Emirates (UAE) is in the Middle East, and Abu Dhabi is its biggest city and capital. Abu Dhabi is an absolutely amazing emirate/city. It is not only immaculately clean but safe and more laidback than Dubai. The beaches are beautiful and pristine, and the atmosphere is relaxing and peaceful. Unlike Dubai, which is busier, more tourist-driven, and has more traffic.
Abu Dhabi is my favourite of the two. However, despite Abu Dhabi and Dubai being physically clean cities, air pollution remains high due to high energy use, vast fossil fuel production, dust, and sand storms. Notwithstanding, it is acceptable to most, but sensitive groups may experience some symptoms from long or short-term exposure. Aside from this, it is one of the cleanest, well-designed cities worldwide.
Dubai is the second-biggest and most populous city/emirate in the United Arab Emirates (UAE). It is a vibrant, super clean, gorgeous, well-planned, ultra-modern city, with lively nightlife. I think it has tied with Copenhagen, Denmark, for the number 1 spot of the cleanest city ever. Because they cleaned the street streets regularly, the authorities and locals alike, pride themselves on maintaining the city’s cleanliness. Additionally, recycling is a must, and there is a ban on the use of plastic bags, and littering comes with heavy penalties.
Dubai is more fast-paced than Abu Dhabi and is geared more towards business and tourism. Similarly to Abu Dhabi, the air quality is not optimal, but who cares about the air (unless you have a respiratory condition) when there is so much to do, see, and enjoy? In Dubai, I saw no beggars, homeless people, stray animals, garbage pile-ups, or graffiti (illegal in the UAE and comes with hefty fines and jail time). However, expect immaculately clean streets, ocean fronts, gardens, parks, and gorgeous architecture.
